USSR decree on Crimean Tatars in 1967

On September 5, 1967, the USSR issued a decree that formally lifted restrictions on Crimean Tatars, allowing them to live throughout the Union. However, the decree did not effectively ensure their right to return en masse to Crimea due to existing passport and labor restrictions.
