Juan Jesus Vivas, the mayor of the Spanish autonomous city of Ceuta, has appealed to the European Union for assistance in addressing the migration crisis in the city. He also urged the EU to adopt a tougher stance against Morocco, which, according to Spanish law enforcement, planned the events involving migrants in July.
