On August 23, Russia launched several strikes on Balakliia in Kharkiv Oblast. According to Vitalii Karabanov, head of the local military administration, the first strike occurred at around 21:05, followed by a second at approximately 21:45. One person was injured, and fires broke out in a residential building and on the premises of a civilian enterprise.
