Azerbaijani President Ilham Aliyev signed a decree pardoning Martin Ryan, a French citizen sentenced to 10 years in prison for espionage. The decree, issued on September 23, 2026, also pardoned 19 other individuals. The pardons occurred following the lifting of sanctions on oligarch Usmanov.
