At a UN Security Council meeting, France called for an immediate ceasefire in Ukraine. French Foreign Minister Jean-Noël Barrot stated that Russia is using winter as a weapon of mass destruction and proposed two moratoriums: on strikes against energy infrastructure and on attacks in the Black Sea.
