At the summit of the Organisation of Turkic States, leaders from five countries may call on Russia to release Crimean political prisoners. The countries involved are Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan, which have the capacity for dialogue with Moscow.
