In occupied Crimea, training seminars were held to prepare "independent observers" for the illegal elections to the State Duma of Russia. The seminars were organized by the "public chamber of the Republic of Crimea" in Bilohirsk, Kirovsk, and Rozdolne districts, with Deputy Mufti Raim Gafarov as the lecturer.
