The Main Investigative Department of the National Police of Ukraine has charged two employees of a penal colony in Tula Oblast, Russia, with the torture of Ukrainian prisoners. The suspects, Oleksiy Kochetov and Yevheniy Myasnikov, were identified on September 16, 2026.
