Increasing security risks in the Black Sea are prompting a shift in grain transport to Baltic ports. Russian exporters have begun redirecting shipments from the Black and Azov Seas to the Baltic following attacks on port infrastructure in Ukraine. While unloading volumes of wheat from Latvia, Lithuania, and Estonia are rising, Baltic terminal capacities cannot fully replace those of the Black and Azov Seas.
