On September 1, Vladimir Putin announced an order for Russian forces to carry out massive strikes on Ukraine's energy infrastructure. He justified this decision as a response to Ukrainian attacks on Russian infrastructure. Putin also stated that negotiations with Ukraine are currently 'frozen'.
